I have an Iphone 5c and it is at IOS 10. My phone died and i put it on its charger and when it turned on it was just this blue-ish blank screen. if i hit the off button it would go to a completely black screen. I can use voice control still so I know the phone is not off. I tried shutting the phone off but it would not work.

Try a force restart. Hold the sleep/wake and home buttons together until you see the Apple logo and then release. The device should reboot.
I did try that a few times and the screen will go black and then just goes to that blue-ish screen again. Thank you though!
If a force restart does not work, then the next steps in troubleshooting are restore from backup, and if necessary, restore to factory.
